During the New Year in a big barracks of one of the Ukrainian 17 day diet penal colonies gathered a group of prisoners. A recent survey by the financial support 17 day diet of the US government in Ukraine among 1,300 people deprived of their liberty, showed that the incidence of HIV among prisoners is more than 13% (10% among men and 33% among women), that is 20 times higher than the average in Ukraine. 44% of respondents reported that during the life of injected drugs, and 17% admitted that they used drugs during his time in correctional institutions.
State Penitentiary Service of Ukraine while slowly introducing 17 day diet measures of national policy to combat HIV / AIDS. In particular, only 60 out of 183 correctional institutions receive medicines and materials for the treatment of this disease. Heavy and conditions of ill-treatment by prison 17 day diet employees make prisoners more vulnerable to infection and sometimes hinder HIV-positive prisoners. First, the US government implements the project Start, which in cooperation with the Ministry of Justice of Ukraine is implementing a program that should reduce the risk of HIV, STD and Hepatitis-C among prisoners whose sentence ends soon. This program starts two months before the prisoner leaves the correctional institution, and continues for three months after he goes free. Each participant held seven individual sessions, during which they receive a number of tips and guidelines on prevention of these diseases that is designed for their specific needs.
Secondly, together with the UN Office on Drugs and Crime (UNODC), the US government is implementing the project "Improving the efficiency of measures of law enforcement, penal system and drug service in response to the HIV / AIDS (HIV-PLEDGE). His goal - to promote systemic changes in this area through the study and implementation of new strategic approaches 17 day diet to harm reduction, helping adoption of relevant legislation, as well as in close cooperation with the prison authorities.
Thanks to those measures that have been implemented 17 day diet with the assistance of the US government on the legal level, approved by joint order of the Ministry of Health, Ministry of Interior and the Ministry of Justice on the treatment 17 day diet of detainees and those who are in detention facilities. Also supported by the Agency in Ukraine developed and adopted a comprehensive national strategy on drugs, which indicates the transition from repressive measures to address injecting drug users to the principles 17 day diet based on respect for human rights. The strategy provides for broader use and greater availability of needle exchange programs, substitution therapy, and mutual integration of services for HIV infection, tuberculosis, hepatitis-C and other diseases related to drug use.
